Jill lives on the Isle of Man and spent 19 years as a teacher before retiring due to the chronic long-term condition ankylosing spondylitis. Aged 59, she is married, a proud mother of four, grandmother and great-grandmother. Having experienced cannabis from both recreational and medical perspectives, Jill brings valuable lived experience to the conversation. She is passionate about promoting a fair, balanced and evidence-led approach to both medical and adult-use cannabis policy.

Mike holds an MSc (Distinction) in Criminal Justice Studies and a BSc (Hons) in Psychology & Criminology. With over 20 years’ experience across regulatory compliance, public health and the night-time economy, he has served as an accredited Drug & Alcohol Professional, Care Team Manager at Phoenix Futures, and a Home Office-approved Drug Expert Witness with Hampshire Constabulary, where he also qualified as a Police Staff Investigator. He develops evidence-based frameworks that support safer, regulated alternatives to illicit drug markets.

Patrick recently graduated with a BSc in Psychology, where his dissertation explored public attitudes towards both medical and recreational cannabis. His research involved designing and conducting a Qualtrics survey, collecting and analysing data using SPSS, and interpreting the findings through advanced statistical methods. Passionate about evidence-based policy and meaningful reform, Patrick believes TRACD provides a credible, data-driven platform with the potential to shape the future of cannabis legislation across the UK and Crown Dependencies.  

Andy is a relatable community champion serving as the Deputy Mayor of Kettering and Town Councillor for the Central Ward. As Chair of the Finance and Governance Committee, he brings transparent, practical leadership to local budgeting, ensuring public resources directly support residents. Andy has used cannabis most of his life and is passionate about drug policy reform. He is a member of the Green Party Drug Policy Working Group, hoping to play a role in challenging prohibition and advocating for a regulated system based on evidence.

Scott is a leading advocate for evidence-led cannabis policy reform in Scotland. Member of Scottish Parliament Cross-Party Group on Medical Cannabis he is passionate about public policy, harm reduction, research and legislative change.

I’m a 34-year-old small business owner and busy mum from the Isle of Wight who has used cannabis both recreationally and for medical purposes. My personal experience has given me a balanced understanding of its potential benefits and the importance of safe, responsible access. I’m passionate about helping to raise awareness of the positive impact cannabis can have on people’s lives through education, open conversation, and evidence-based understanding.

Originally from Trinidad and raised in Jersey, I bring experience across business ownership, consultancy, finance, and IT. I have a strong interest in healthcare innovation and believe in promoting balanced, evidence-based discussions that reduce stigma, increase awareness, and improve access to accurate information. Outside work, I enjoy travelling, padel, horse riding, and riding my Harley-Davidson Sportster 48. I’m delighted to join the panel and look forward to contributing to informed discussions on the future of cannabis reform.

Ashley is a social science graduate, policy contributor and advocate specialising in drug policy reform, cannabis access and evidence-based public health. He has contributed to discussions linked to the European Union Drugs Agency (EUDA), Ireland’s Citizens’ Assembly and the Oireachtas Committee on Drugs Use. His successful petition helped prompt a review of Ireland’s Medical Cannabis Access Programme. Now based in Wales, Ashley joins TRACD’s Advocacy Panel, promoting evidence-led, compassionate cannabis policy centred on public health and harm reduction.

Rob brings decades of experience across surfing, mental health, prison services, employment support and private security. A Jersey-based former surfing instructor, competitor and surfboard shaper, he later worked in acute mental health before rising to Senior Security Officer in the Prison Service. In 2016, he founded Atlantic Security Services, now providing security for the UK’s largest cannabis cultivation facility. Rob believes TRACD will generate evidence to support harm reduction and informed public policy.
